Defense Security Cooperation University is soliciting current DoD civilian and military employees available for a full-time (40 hours per week), 6-month temporary duty assignment (TDY) as a Country Program Analyst to Stuttgart, Germany (EUCOM) in direct support of the Office of Defense Cooperation (ODC) Kyiv. Ideal candidates will be available from early April until 30 September 2023.
This great career development opportunity is currently only open to civilian DoD employees within the grades of GS-11 – GS-14 (or equivalent) and military O4 – O5 officers.

Duties may include:
- Providing direct subject matter expertise (SME) and support to the Regional Teams on Title 10 and Title 22 programs and authorities that are relevant to DSCA activities.
- Monitoring military department performance in executing Foreign Military Sales programs.
- Developing, implementing, managing, and executing Security Cooperation (SC) policies, processes, and procedures.
- Serving as the focal point for planning, guiding, developing, monitoring, coordinating, and recommending military training, and oversees the progress of operations and equipment support for international security forces.
- Collaborating with appropriate staff offices to ensure that all major areas of concern are covered by planning and programming documents.
- Reviewing and analyzing the projected Foreign Military Sales activity to ensure conformity with policy restrictions imposed on the program.
- Developing and preparing reports, point papers, programmatic statements, and recommendations; coordinating and developing legislative proposals and strategies for the annual Congressional authorization and appropriations process for the foreign security forces capacity building program.
- Experience working in a SCO or U.S. embassy environment conducting SC activities
- Familiarity with maritime or air/space FMS programs
- Experience managing 333, FMS, and BPC (USAI) cases
- Experience managing logistics, spares, and sustainment cases
