The candidate will be integral to a new analytical assessment for OPNAV N42, with a leadership role in designing and executing modeling and simulation of worldwide seaborne logistics for the US Navy.  You will work closely with the government customer in identifying all inputs and assumptions for the assessment, in addition to developing the methodology and managing a team of former and retired military and technical operations research analysts.  The candidate will support efforts to document mission and system requirements, develop system models, support trade studies for system and force level analysis, facilitate client engagements, and present results to clients in various forms. The candidate will also play a key role in developing, mentoring, and leading a team of colleagues supporting efforts in other projects within the division and group.
Required Qualifications
Significant staff experience in Navy fleet logistics
Bachelor’s Degree in Supply Chain, Business or Systems Engineering
Experience leading projects and teams
Desire to serve as a mentor and team leader
Capable of breaking down complex issues into simplified problem statements and laying out objective quantitative approaches to identify and compare the merits of competing solutions
US Citizen and Eligibility for TOP SECRET security clearance
Desired Qualifications:
Master’s Degree in logistics, operational logistics, or related field
Experience in Joint Force logistics
Experience involving requirements development, technical trade analysis, and Model-Based Systems Engineering (MBSE)
Interim or final TOP SECRET security clearance

Ideal immediate opportunity for transitioning Navy Information Warfare Officer and/or C4I Expert: C4ISR/Information Warfare Engineer
ICI Services is looking for a motivated individual who wants to provide leadership and C4ISR Science & Technology (S&T) expertise to a major Naval Sea Systems Command (NAVSEA) Shipbuilding Program Executive Office (PEO) at the historic Washington Navy Yard in Washington, DC. We are a mid-sized defense contractor providing Engineering, Logistics, Program Services, and Technical Services to U.S. Navy clients in 14 states and the District of Columbia. We need a C4ISR Information Warfare Engineer ready to join a fast-paced and exciting work environment.
Security Clearance:
  • Applicant must hold an active Department of Defense (DoD) SECRET personnel security clearance
  • Lead the effort to manage the discovery, incubation, development and transition of C4I/IW technologies from basic and applied science to installation and integration of resultant systems aboard U.S. Navy combatant ships
  • Act as the C4I/IW POC/SME on the PEO’s S&T Team headed up by a GS-15 Director and GS-14 Deputy Director.The S&T team is comprised of senior civilian government engineers representing all the major USN Warfare Centers (NSWC/NUWC), plus other contractor personnel
  • Manage programs and processes such as SBIR topics, Rapid Technology Insertion (RTI), Rapid Innovation Fund (RIF), Foreign Comparative Testing (FCT) and Technology Transition Agreements
  • Contribute to Technology Roadmaps and the PEO’s S&T Strategic Plan
  • Responsible for finding opportunities to “tag along”other PEO’s C4I/IW technology development programs to maximize the leveraging of the available S&T funds
  • Contribute to weekly S&T Team meetings and participate in other WGs as required. Develop brief material to support SES/Flag level presentations and major S&T conferences involving stakeholders from ONR, OPNAV and other S&T organizations
Experience Requirements:
  • 5+ years of experience in C4I/IW technologies and programs required
  • Knowledge of the NUWC, NSWC, ONR and SPAWAR organizations highly desired
  • Experience working with SPAWAR SYSTEMS CENTER PACIFIC (SSC PAC) is particularly valuable
  • Knowledge of the S&T funding and technology development processes highly desired
  • NAVSEA PEO experience a plus
Educational/Certification Requirements:
  • Bachelor degree (BA/BS) in a technical field required
